Do not charge for residential waste by volume.
Will lead to overnight dumping / fly tipping.
Incentives for recycling might be hard to monitor, but is worth assessing.
Do leave more public waste bins around the City.
The threat of them being used in terrorist attacks is very small now.
The City should provide door-to-door recycling to promote recycling!
